49 organizations working on behalf of students, consumers, veterans, service members, faculty and staff, civil rights and college access, write to urge Members of Congress to work toward a Higher Education Act (HEA) reauthorization that both offers opportunity for students, including low-income students and students of color, and increases accountability to protect students, families and taxpayers from low-quality and unscrupulous colleges.

Any HEA bill should strengthen safeguards for students and taxpayers while preserving four core existing protections: borrower defense to repayment, a gainful employment definition, the 90-10 rule and the incentive compensation ban.
